- Median/Ulnar Nerve Decompression

- Nail Excession

- Vasectomy

- Dupuytren's Contracture

- Trigger Finder/Tenosynovitis Reslease

- Implant Insertion

- Implant Removal

The ICB intends to award contracts under Direct Award Process C of the Health Care Services (Provider Selection Regime) Regulations 2023.

The approximate value of the contract is c.£80,000 across all contracts let under this award notice.

The ICB has considered the Basic Criteria and Key Criteria to assist it in making a decision as directed by regulation 9(2) of the PCR. It has concluded that all providers being awarded a contract meet the basic criteria. Taking a proportionate approach, given the value of the contracts to be awarded the ICB has weighted each of the Key Criteria equally. It has concluded that in each instance, the providers are satisfying the key criteria, and where appropriate has split the Key Criteria into sub-criteria to assist it in its decision making as follows:

Quality and Innovation considers the following sub-criteria:

- Is the service safe?

- Is the service effective?

- Do patients have a positive experience of the service?

- Is the service well-led?

- Is the service sustainably resourced?

- Is the service equitable?

In each instance data has been gathered to prove that these criteria are being met, with the outcomes being discussed with providers as appropriate.

Value

The commissioner ensures that contractual requirements are being met by the provider including quality and information requirements to assure the quality of services provided.

Integration, Collaboration and Service Sustainability

The commissioner seeks to ensure that patients are able to choose a provider for these services and that the providers are enabling this choice through the service they offer.

Improving access, reducing health inequalities and facilitating choice

Providers have proven that they provide effective services for registered patients as per the current arrangements

Social Value

Providers have proven that they seek to improve economic, social and environmental well-being by seeking to employ local people in their services wherever possible.

Note that no conflicts of interest have been identified or declared as part of the process of awarding this contract. However, for completeness the ICB's procedure is laid out below.

The decision to award these contracts was made by the Strategic Commissioning Committee (SCC). Details of the members of the SCC are available on request from bcicb.contracts@nhs.net.

At the commencement of each SCC meeting, attendees are requested to identify any COI they have in regard to the Agenda business of the meeting set for discussion. Every COI declared is documented, and where there is a COI with a member related to an agenda item, ie the future direct contract award of a contract identified to the committee within the papers for the item on the agenda, then that member shall not be included within the decision making regarding the agenda item.

As a secondary precaution, a full register of COI for each staff member is held centrally, this is reviewed in line with the contract being awarded by the contract manager, where there is a COI identified that was not identified in the committee meeting, the decision for direct award of the contract in question would be re-submitted too an SCC for review and final decision to be made.
