Description

Transport for London (TfL) is initiating a competitive procurement process for the recoating of cast and machined components-including sleet brushes, shoe gear brackets, and associated parts-used on S Stock (S7) trains operating on the Circle, District, and Hammersmith & City lines, as well as on Central Line trains.

These components experience surface coating wear during service and require restoration to an 'as-new' condition to ensure continued reliability until the next scheduled overhaul (approximately nine years for S7 and six years for Central Line stock). The recoating service will be performed offsite at the supplier's facilities.

The contract will be awarded through a flexible competitive procedure under the Procurement Act 2023, with a planned duration of four years and an option to extend for an additional two years. The estimated total contract value is £598,482 (excluding VAT), covering both fleets and including a 10% risk allowance.

This procurement supports TfL's sustainability objectives through the integration of the CO₂ Performance Ladder, which will be embedded in both evaluation and contract management. Bidders will be assessed on their carbon reduction plans and certification levels, with sustainability performance influencing the commercial evaluation.

The tender aims to diversify the supplier base, reduce reliance on a single provider, and achieve value for money through volume leverage, long-term partnerships, and optimised delivery scheduling. Social value commitments will also form part of the evaluation criteria.

The contracting entity for this procurement will be London Underground Limited, a subsidiary of Transport for London.

Completion of these steps will enable TfL to invite interested parties to the sourcing event in SAP Ariba to gain access to the procurement documents, allowing interested Applicants to view documents and submit their Participation stage responses via SAP Ariba.

Competitive flexible procedure description

The contracting authority will run a competitive flexible procedure in accordance with the Procurement Act 2023. The process will begin with the publication of a Tender Notice via the Find a Tender Service (FTS), inviting all interested suppliers to participate. Initial invitations will be issued through the authority's tendering portal to those who engaged during pre-market activity, with access available to any other supplier who requests it and meets the published selection criteria.

Following receipt of initial tenders, the authority reserves the right to conduct one or more rounds of negotiation with shortlisted suppliers. These negotiations may cover technical solutions, pricing, delivery models, or other aspects of the offer. Any refinements to the award criteria or specification arising from negotiation will be transparently communicated to all participants in the next round. Suppliers will be given equal opportunity to respond to revised requirements.

The procedure may include multiple tendering rounds, with supplier selection refined at each stage based on published criteria. Final evaluation will be conducted following the last round of submissions, and the preferred bidder will be selected subject to governance approval. A standstill period will be observed prior to formal contract award.
