two.2.4) Description of the procurement
Portsmouth Water is planning to purchase boundary boxes for operational purposes and its smart water meter deployment programme over the next 10 years. These will primarily be installed at new or previously unmetered properties. In addition to this we will be undertaking maintenance and replacement of existing boundary box installations. The Boundary boxes will be required to provide the following specifications: •Boundary boxes must be Reg31 compliant (Regulation 31 of The Water Supply (Water Quality) Regulations 2016 (as amended) •Boundary boxes will ideally be a sealed unit adjustable and telescopic to adjust to different depths of meter installations, though other solutions will be considered. •The box will also ideally cater for shallow installations as well as installation in contaminated ground. Boundary Box Unit The Boundary box: Will ideally provide 25mm push-fit fittings within the boundary box.

Precise information on deadline(s) for review procedures: Portsmouth Water has incorporated a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. This period allowed unsuccessful tenderers to challenge the decision to award a Contract before a contract is executed/signed (as appropriate). The Utilities Contracts Regulations 2016 (‘Regulations’) provided for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above Regulations. Where a Contract has not been entered into the court may order the setting aside of the award decision or order the contracting entity to amend any document and may award damages.
