Description

The Council is procuring an open framework for the provision of outcome-based care and support for adults with learning disabilities and or children in transition to adulthood, living within a range of supported living services located within the London Borough of Lewisham.

The open framework is being procured through a competitive flexible procedure, consisting of two stages, in accordance with the Procurement Act 2023.

Framework operation description

Call-Off Contracts awarded through the open framework will be for an initial period of 4 years with the possibility of extensions of up to 2 years.

A competitive selection process to establish a ranking of Tenders will be used to carry out a mini competition for the award of a call -off contract on the basis of the most advantageous tender, based on a weighted assessment of 70% price and 30% quality.

The pricing assessment mechanism is set out at 2.13 of the ITT document.

The quality component will be comprised of method statement(s) (10% weighting) and interview (10% weighting), and a presentation (10% weighting).

Following the evaluation of the price (70%) and the method statement(s) (10%) only a maximum of the top FOUR highest scoring Tenderers for each service, will be shortlisted and invited to an interview (10%) and to give a presentation (10%).

Competitive flexible procedure description

The open framework is being procured through a competitive flexible procedure, consisting of two stages, in accordance with the Procurement Act 2023.

The ITT document describes how the Procurement will be conducted, including details of the associated Procurement timetable, participation and award criteria and how to respond to this opportunity. Suppliers are strongly encouraged to read this document before preparing their submission.

The first stage requires all interested organisations to complete and submit the Procurement Specific Questionnaire (PSQ), this includes questions on the tenderer's relevant experience. PSQs will then be evaluated by the Council to determine which organisations will be shortlisted and invited through to the second stage.
