Pre-Market Engagement to inform interested suppliers of the following PEACEPLUS CRT Animation Projects; Distillery Street Animation Programme, Access to the Hills Animation Project, and Sanctuary Theatre Animation Programme, and an overview of plans for procurement for Annadale Open Space Animation Project.
The purpose of this Prior Information Notice is to notify the market of Belfast City Council's intention to hold a pre-market engagement event with interested suppliers to provide information on the following PEACEPLUS CRT Animation Projects.
Distillery Street Animation Project
The animation engagement activities will involve local community groups, local residents, and statutory bodies all of whom are committed to improving the health and well-being and life opportunities of those in this area. The animation programme includes the delivery of seasonal animation activities, diversionary summer activities, cross community events, environmental learning programme and street art exhibitions. This animation programme will complement the capital works within the Distillery Street area which will include the creation of a new community social zone.
The overall target requirement for the project is 730 participants to be engaged in a meaningful activity with a further 500 attending events and programmes on the site, within an allocated budget of £85,900 (excluding VAT), from date of contract award (planned for January 2026) to March 2028.
Access to the Hills Project
This animation project will provide opportunities for people from different communities to participate in a full programme of diverse guided walks, talks and events which will enhance their understanding of the natural, built and cultural heritage and promote responsible countryside enjoyment and use of the hills. This animation programme will compliment capital works to develop three new walking routes through the Belfast Hills located in north and west Belfast.
The overall target requirement for the project is 1200 participants to be engaged in meaningful activity with a further 300 attending events and programmes on the site, within an allocated budget of £85,600 (excluding VAT), from date of contract award (planned for March 2026) to March 2028.
Sanctuary Theatre Animation Project
This project will develop and deliver an animation programme offering meaningful and purposeful cross community and interethnic engagement, including a volunteering programme, performances and workshops in schools, and cross community drama productions. This animation programme will compliment capital works to upgrade an old church at the interface of the Castlereagh Road and the Short Strand, home to the Sanctuary Theatre.
The overall target requirement for the project is 1080 participants to be engaged in meaningful activity, within an allocated budget of £85,100 (excluding VAT), from date of contract award (planned for January 2026) to March 2028.
Annadale Open Space Animation Project
The animation project will deliver a series of events and activities to positively celebrate South Belfast, develop civic pride and animate and support the redevelopment of the Annadale Open Space site on Annadale Embankment as a collaborative shared space.
The overall target requirement for the project is 800 participants to be engaged in meaningful activity. The Pre Market Engagement will provide an overview of the activities that will be procured in different stages over 2026 and be delivered over 2026 - 2028.
These projects contribute to the implementation of the Community Regeneration and Transformation theme under the Belfast PEACEPLUS Local Community Action Plan.
As part of this process Belfast City Council will host a pre-market engagement consultation on Tuesday 7th October 2025, 12:45pm - 2:45pm in Markets Community Centre, Market Street, Belfast, BT1 3JD to provide further detail to interested parties including the project requirements, key deliverables and results, the procurement process and the indicative timeframes for the project.
Anyone interested in attending this session is required to register their interest by e-mailing peacepluslap@belfastcity.gov.uk by COP Thursday 2nd October 2025.
A maximum of 2 individuals per organisation can register to attend and further detail will be issued to registered attendees in advance of the session.
