Description
A national framework for the provision of pest control products and services on a proactive, reactive and emergency basis.
The Framework is divided into Lot 1 (Supply of Pest Control Products), and Lot 2.1 and 2.2 (Proactive and Reactive Pest Control Services plus Emergency Reactive Pest Control Services).

Description of possible extension:
The framework agreement has the option to extend for up to a further 12 months (under normal circumstances this will be completed in full, and is subject to the performance of the framework).

Lot 1. Supply of Pest Control Products
Description
The purchase of rodenticides, insecticides, bait trays and traps, pigeon control products & various other miscellaneous pest control products. Due to the hazardous chemical nature of some of the products under this Lot, it is advisable that such products are handled by professionally qualified personnel.

On-going pest control service with awarded supplier, who will make a number of routine calls per year and provide high quality professional advice in order to manage pests on site.

Further information about fees
Framework fee is calculated based on the total invoiced value to the customer by the supplier. Framework fee payments will be plus VAT at the prevailing rate.

Framework operation description
Lot 1 is accessible via both call-off without and with competition.
Lot 2.1 is accessible via call-off with competition (further competitive selection process).
Lot 2.2 is accessible via call-off without competition to ranked suppliers.
For call-off with competition (further competitive selection process), an eAuction process may be used to award subsequent call-off contracts following the reopening of competition among the parties to the Framework Agreement.

ESPO Trading Limited Second Framework:
ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter in to an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself.
Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Procurement Act 2023 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Procurement Act 2023 or other public procurement legislation. Accordingly, this is provided for tenderers information only.
