Description
The NORSE GROUP are the largest commercial local authority trading company in the UK, with the aim of improving people's lives whilst generating a sustainable and ethical profit for the public sector. On behalf of Rochford District Council & Brentwood Borough Council Norse are seeking suitably qualified bids for the supply and installation of play equipment via a closed framework.
This Framework is intended for use for Rochford District & Brentwood Borough Councils only, and Norse Commercial Services as the Contracting Authority, may make any award to appoint suppliers to this Framework through this competition. Rochford District & Brentwood Borough Councils are authorised to award call-off contracts under this Framework during its term.
Norse Group are seeking bids from suitably qualified suppliers for the establishment of a closed framework of up to 5 suppliers for the supply and installation of play equipment and surfaces.
The equipment is planned to be installed over a number of play parks over the next four years within the Rochford District and Brentwood Borough Councils. The smallest size of play park area is around 1,000m2 and the largest would be around 3,000m2.

Framework operation description
•Projects below £10,000 net of VAT will be direct awarded by way of reference to the type/design of equipment available from your website and the planned location of that equipment. Wherever possible Rochford will seek to maintain or match the existing design and location of equipment.
•Projects above £10,000 net of VAT will be by further competition. All successfully appointed bidders will be given details of a specific location and requirement and all will be given an opportunity to provide an offer.
•Further competitions will be assessed on a 20% price and 80% quality-based submission. The quality element of the submission will be evaluated against MSQ4 with adjustments made to size of area and areas of play that will be relevant to the project to be awarded and MSQ5 relating to the immediate local environment where the project is to occur. The weighting evaluations will then be split

oMSQ 5 - 15%
•The successful bidder will be subject to further checks under the PA2023 Regulations to assess their continued ability to receive public funds by way of checking if they have become excluded or excludable. This will be undertaken by asking the successful bidder to confirm that their Central Digital Platform (CDP) status is up to date. Bidders who are not entitled to receive an award will be notified and the project awarded to the next bidder
