Description

The Regulator of Social Housing plans to commission an independent evaluation of the consumer regulation reforms introduced in April 2024.

The evaluation will assess how the reforms have influenced registered providers, outcomes for tenants and the quality of social homes. It will help RSH demonstrate accountability for delivery of its consumer objectives and inform our future regulatory approach.

The supplier will be expected to use appropriate qualitative and quantitative methods to provide credible, independent findings.

This notice is issued to seek early market views on the feasibility of the evaluation, possible approaches and supplier capability. It is not a call for competition.

Engagement process description

Interested suppliers are invited to register their interest and provide written feedback by 17 October 2025. Feedback will help RSH shape the scope of the evaluation, the procurement approach and the final specification.

As part of this process, RSH also intends to approach a number of potential suppliers directly to ensure a range of views are captured. All engagement will be carried out in a fair and transparent way and any information shared with one supplier will be made available to others where appropriate.

Suppliers may also be invited to take part in follow-up discussions with the project team.
