The Requirement
Overseas Health Visitor Service
The Defence Primary Health Care (Overseas) (DPHC(O)) requires:
A Health Visitor service to deliver a comprehensive Health Visitor (HV) service to a population at risk (PAR) in Strategic Bases and provide support to a global Defence diaspora population.
The HV Service to the entitled PAR with a focus on those aged 0 - 5 years old with aspirations for this service to mirror the UK NHS National HV core service specification as is practical and cost effective.
The Supplier is to use the Office for Health Improvement and Disparities Healthy Child Programme as a guideline for service delivery.
Limited Midwifery Service
Requires a limited midwifery service to entitled patients located in Brunei.
This service is to include pre-natal, post-natal, and a limited out of hours advisory maternity services.
Delivery of all the Services broadly compliant with UK NHS standards of care and when practically possible in line with the guidance stated within the following bodies: The Care Quality Commission , the National Institute for Clinical Excellence and National Patient Safety Foundation .
Services to be provided in accordance with MOD Policy.
Service Overview
HV and midwives will be working in partnership with DPHC (O) medical centres to provide a HV and midwifery service for the duration of the contract. It is essential clinical and non-clinical personnel are appropriately trained and registered for their specialist area with experience consummate with the role.

Engagement process description
Defence Medical Services are requesting information to help refine a requirement for Overseas Health Visitor and Midwifery Services before approaching the market. The Authority intends to engage with industry and is looking for expressions of interest from parties who could potentially provide and wish to understand more about the requirement.
