In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, 2gether Support Solutions, on behalf of East Kent Hospitals University NHS Foundation Trust (the "Trust"), is looking to award a contract under the Most Suitable Provider process, i.e., able to identify the most suitable provider without running a competitive exercise, for the provision of insourced clinical services to support the establishment and delivery of the Trust's new Mechanical Thrombectomy service.
A most suitable provider has already been identified by the Trust against Crown Commercial Services' Insourced Services to Support the Provision of Healthcare (including Clinical Insourcing) framework, reference RM6276, to provide:
1) specifically trained and competent Interventional Neuroradiologists to operate the Trust's Mechanical Thrombectomy service, including the delivery of an effective Mechanical Thrombectomy training programme to the Trust's substantive Interventional Radiologists within this period, to allow for the Mechanical Thrombectomy service to operate independently (without insourced staffing) at the end of the Proposed Contract's term; and
2) specifically skilled and competent Interventional Neuroradiology Radiographers and Interventional Neuroradiology Nurses to support and train the Trust's substantive Interventional Radiology Radiographers and Interventional Radiology Nurses during the initial establishment of the Mechanical Thrombectomy service (maximum period of eight weeks); and
3) provide independently competent Interventional Radiologists with the specific clinical skillset required to operate and support the existing Interventional Radiology service (caseload) for the Proposed Contract term.
However if you think that your organisation is competent, suitably experienced and appropriately qualified to deliver such a service and is appointed a place on Crown Commercial Services' Insourced Services to Support the Provision of Healthcare (including Clinical Insourcing) framework, reference RM6276 or other alternative and valid NHS England accredited and accessible framework, then you may approach 2gether Support Solutions, on behalf of the Trust, and express your interest in being considered as the "Most Suitable Provider".
You must submit information against a questionnaire (containing both basic selection and key criteria) against project reference C385190_Insourcing of clinical services_Mechanical Thrombectomy of the e-Tendering portal by no later than 13:00 on 18th September 2025.

This is a Provider Selection Regime (PSR) intended approach notice.
The awarding of this Proposed Contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do NOT apply to this award.
The award decision makers shall be made as per the Contracting Authority's governance processes.
The intention is to award a contract using the most suitable provider process. This notice will be published for seven days.

Please note for those expressing an interest for these services, doing so does not guarantee that you will not be required to register for any future PSR related procurement activities and you should not rely on your response to this notice as confirmation that 2gether Support Solutions, on behalf of the Trust, will proceed further with either this, or other such, activities.
2gether Support Solutions, on behalf of the Trust, reserves the right not to proceed with the Most Suitable Provider process. If 2gether Support Solutions, on behalf of the Trust proceeds at any point, they reserve the right to discontinue the process at any point, which shall include the right not to award a contract or contracts.
Neither 2gether Support Solutions nor the Trust shall be liable for any costs or expenses incurred by any provider in connection with the completion and return of the information requested in this intended approach notice or in completion, or submission, of any response, irrespective of the outcome of the process if the process is cancelled or postponed for whatever reason.
All dates, timescales and values specified in this intended approach notice are provisional and 2gether's Procurement services, on behalf of the Trust, reserves the right to change these.
