Lot 1. Design and Application of Surface Dressing
Description
Lot 1 - Design and Application of Surface Dressing: Is County wide and it consists of the design (including probing and identification) and application of Carriageway Surface Dressing and associated works (Road marking, Pothole repairs etc.)

Lot 2. Design and Application of Slurry Surfacing
Description
Lot 2 - Design and Application of Slurry Surfacing: Is County wide (based on Area East with uplifts (positive or negative) for work in Areas North and South) and it consists of the design and application of Footway and Hand Applied Slurry Surfacing and associated works.

Lot 3. Design and Application of Micro Surfacing
Description
Lot 3 - Design and Application of Micro Surfacing: Is County wide (based on Area East with uplifts (positive or negative) for work in Areas North and South) and it consists of the design and application of Carriageway Micro Surfacing and associated works.

Framework operation description
Supplier Selection Procedure Summary
Lot 1: Direct award to the sole supplier, based on a bill of quantities using the Supplier's Price List.
Lots 2 & 3: Work Orders will be awarded using the following procedure:
1. The Client Representative prepares a bill of quantities using each Supplier's Price List, excluding any suspended Suppliers.
2. All Suppliers on the relevant Lot are sent:
Design details.
A request for rates for any Rogue Items.
A request for confirmation of availability to deliver works within the Client programme.
3. Only Suppliers who respond with both Rogue Item rates and availability will be considered further.
Rogue Item rates may be rejected if inconsistent or disproportionate.
4. The Work Order is awarded to the eligible Supplier with the lowest cumulative total value of Work Orders in the current financial year. If values are equal, the Supplier with the lowest bill of quantities is selected.
If no Suppliers respond with both required elements, steps 2-4 are repeated with the remaining Suppliers.

Justification for not publishing a preliminary market engagement notice
The Authority published a Market Consultation Advert via https://www.supplyingthesouthwest.org.uk on 21st February 2024 with reference DN710400. The Authority did not publish a Preliminary Market Engagement Notice in relation to the engagement it has carried out because it pre-dated the Procurement Act 2023. The Authority considers that competition under this Procurement will not be distorted because equal opportunity was given to all suppliers, feedback was used to shape the contract without favouring any party and measures like mini competitions and flexible lot structures have been considered to ensure fair access.
