two.2.4) Description of the procurement at the time of conclusion of the contract:

The Scottish National Blood Transfusion Service (SNBTS),require a fully integrated microbiology managed service system for NAT (Nucleic Acid Testing). This includes equipment, maintenance, consumables, spare parts, upgrades, training, clinical education material, remote diagnostics, reporting and supports all to deliver a final result to the SNBTS information management system. Mandatory assays include the ability to detect HCV, HBV and HIV for in plasma/serum samples from blood donors and tissue donors. Tissue and stem cell donations may only be tested as individual donations. SNBTS test various tissue and stem cell blood samples as singletons but do not carry out any testing on non heart beating donations

The current managed service comprises the supply of a fully integrated microbiology managed service system for NAT (Nucleic Acid Testing). This includes equipment, maintenance, consumables, spare parts, upgrades, training, clinical education material, remote diagnostics, reporting and supports all to deliver a final result to the Authority’s information management system. Mandatory assays include the ability to detect HCV RNA (and HIV RNA for SNBTS) in plasma/serum samples from blood donors and also HCV RNA, HIV RNA and HBV DNA in plasma/ serum samples from tissue and stem cell donors.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

A project to replace the current contract has been concluded however due to the time that it takes to conduct a procurement exercise and the subsequent implementation period, delays have been encountered and have meant that a short extension is required to the current contract to ensure continuity of testing. This extension will be for a 6 month period from 01 November 2025.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

SNBTS require additional goods to ensure successful implementation of the new contract. There is no provision to change suppliers as the test kits and equipment are linked and there is no substitution available across suppliers’ platforms.
