Description
Southern Water Services Limited (SWS) is seeking to award a single supplier Ofgem licenced supplier for provision of natural gas to all sites within their portfolio, in accordance with the specifications set out in the tender documentation (IITT).
The portfolio currently consists of 19 supply points across South East of England (Hampshire, Isle of Wight, Sussex, Kent) with total annual consumption at approximately 2.5GWh. The composition of the portfolio may change before the contract commences; SWS also reserves the right to add/remove sites from portfolio during contract term with accordance to appropriate contractual provisions.
The supply under the contract is to commence on 1st of April 2026. The initial contract period is 4 years, with the option to extend for up to a maximum duration of 5 years. SWS require a fixed price contract, with the ability to fix prices under the supply contract in 12 monthly periods (or multiply of) under any active term (subject to market liquidity).
The procurement will be conducted in line with the Procurement Act 2023, ensuring a fair, transparent, and competitive process to identify the Most Advantageous Tender.

Description of possible extension:
Potential extension for period or periods of up to 5 years to be agreed by both Parties. It is assumed the extension would be subject to same Terms and Conditions of contracting (with the exclusion of some elements, e.g. pricing arrangements), however review of/amendments to Terms of Conditions of contract will be considered if required (e.g. due to industry changes). Any changes would require mutual agreement of both Parties.

Competitive flexible procedure description
Southern Water will conduct this procurement under the Competitive Flexible Procedure, as defined in the Procurement Act 2023. This approach enables a streamlined and adaptable process, designed to ensure compliance while promoting fair competition and market engagement. This procurement will follow a single-stage process.
Tenderers will be required to complete Pre-Qualification Questionnaire (PQQ), which sets out Southern Water's standard mandatory requirements for tendering relating to (but not limited to) Tenderers' legal and financial capacity, as well as their basic capacity and capability to deliver the contract.
PQQ establishes the minimum Conditions of Participation. There is no scored technical section within the PQQ, which means the ITT part of the tender is opened to all Tenderers who meet the Condition of Participation. The PQQ clearly identifies any questions that may result in exclusion from further process.
Invitation to Tender (ITT) will be issued concurrently with the PQQ. Tenderers are expected to submit both components. If the Tenderer fails to meet the Conditions of Participation, their ITT submission would be invalidated.
The ITT part of the tender consists of Technical and Commercial Envelopes. Evaluation criteria and weightings will be detailed within the tender documentation.
