Description
Project Overview
This project is a key step to support the WMCA in delivering the West Midlands' transition to net zero, reducing transport emissions, and ensuring equitable access to EV infrastructure across all communities. It aims to help accelerate the rollout of Local Electric Vehicle Infrastructure (LEVI), particularly targeting the existing Park & Ride site at Whitlock End.
This project aims to deploy innovative, accessible, and scalable Electric Vehicle (EV) chargepoint solutions, with a focus on public engagement, data sharing, and long-term sustainability. It is likely to include the supply, installation, maintenance, software integration & data reporting of:
• 12 double socket 7kW EV chargers and
• ~400kW solar canopy (or ~100kW alternative, if the 400kW is problematic) power supply

Commercial Model & Funding
It is planned that this LEVI Pilot will operate under a public-private partnership model, combining central government funding with local authority contributions and private sector investment. Suppliers will be expected to provide match funding, anticipated to be in the region of 64% of the total costs of assets installation, and demonstrate commercial viability to operate and maintain the assets under a concession contract of up to 15 years.
Technical & Operational Requirements
It is anticipated that:
· The successful supplier will meet the OZEV & PAS 1899 technical standards & specifications.
· The successful supplier will manage the grid connection process to completion.
· Data sharing and reporting are expected for the first five years of the contract.
