Scope
Description
Translink wish to engage the marketplace regarding the provision of the supply and delivery of liquid fuel for its Bus and Rail operations.
It is anticipated that the following volumes of fuel are required. Please note these are indicative annual volumes and are subject to change.
The annual contract value is estimated to be £35m (ex VAT). Please note this is subject to change and is provided for information only.
• ULS Diesel for road use - 20 million litres per annum
• ULS Gas Oil for Railway use - 17 million litres per annum
It is anticipated that this contract will commence circa June 2026
This Pre-Market Engagement exercise is being undertaken for the following purposes as defined under the Procurement Act 2023:
1. Defining Needs - Helping the organisation refine what it requires and how best to approach the procurement.
2. Shaping the Process - Designing fair and effective rules for supplier participation and evaluation.
3. Preparing Tender Documents - Ensuring clarity in the official documents that suppliers will respond to.
4. Finding Suitable Suppliers - Identifying businesses that can provide the necessary goods, services, or works.
5. Setting Contract Terms - Understanding what terms are realistic and fair for both sides.
6. Supporting Suppliers - Helping businesses (especially smaller ones) prepare for the opportunity.
We are therefore seeking to engage with suppliers in line with the above objectives for the supply and delivery of liquid fuel to various Translink sites and depots.
