Description
The Metropolitan Police intend to establish a Dynamic Market in line with section 35 of the PA23. The market will not include Lots.
The Dynamic Market is being established to accelerate how the Metropolitan Police deliver technology and data products to frontline officers. It will establish and bring together a new delivery model, procurement framework, ways of working and rapid prototyping, to work on a series of prioritised initiatives. This to support the Metropolitan Police commitment for A New Met for London, to building More Trust, Less Crime, and Higher Standards.
The Dynamic Market is being established to meet current and future operational needs and the Commissioner's transformative change programme, "Precise Policing", and the Digital Data and Technology strategy. This strategy is structured around 6 strategic themes: Foundation, Data, Transformation, Efficiency & Resiliency, Capabilities, and Ways of Working. These act as guides allowing us to: plan, select, deploy and run digital technology that works for the Metropolitan Police.
The scope of requirements for the dynamic market also includes technology capabilities within the following categories:
• Technology professional services - A wide range of digital and data services such as software development, testing and data engineering;
• Transformation and automation - AI and data enabled products and services including agentic AI, video processing, workflow and business process modelling;
• Digital workplace modernisation -Products and capabilities to modernise legacy systems, support the rapid building of applications (such as situational awareness apps);
• Data Management - Covering the building of search, integration, data analytics, data engineering and reporting;
• Video processing and analysis - Video management, video ingestion, video analysis and searching using technology such as AI to identify and detect objects;
• Cyber security - Products and services to manage and mitigate risks across our cyber estate;
The specific user cases for the next 18 months are outlined below and are subject to change:
• Video Redaction;
• Situational awareness;
• Video Searching;
• Data intelligence / Intel scanning. Graph based data analytics alongside the MPS Enterprise Data Platform;
• Public order planning;
• Digital Asset Management System (DAMS) and improvements to end-to-end digital processes.
Preliminary Market Engagement:
The Metropolitan Police have carried out a preliminary market engagement Webinar via Tech UK. This has introduced the Precise Policing Phase 2 and the creation of a Dynamic Market to Tech Uk members and the wider marketplace. The webinar took place on the 7th of August 2025 at 11am.
