This notice is placed as a Prior Information Notice (PIN) in order to facilitate early engagement with potential providers, and relates only to a pre-procurement market engagement exercise.

NHS Cornwall and Isles of Scilly Integrated Care Board (CIOS ICB) (The Commissioner) would like to understand the level of provider interest in delivering NHS Mandatory Dental Services from a purpose built dental practice in West Carclaze Garden Village.

Crucially, NHS CIOS ICB are seeking to determine the level of provider interest in collaborating with the developer of the site to design and build a fully compliant dental surgery, as part of mobilisation. It is envisaged that up to a 4 / 5 chair dental surgery could be built.

West Carclaze Garden Village is a new housing development of c. 1,500 homes, in St. Austell, Cornwall.

NHS CIOS ICB, in collaboration with Cornwall Council, have the opportunity to potentially utilise a Section 106 building for the development of a purpose built dental practice in West Carclaze Garden Village. This follows public engagement which identified a preference from local residents for access to NHS dental services within the new housing development.

The precise scope of the contract is still to be determined but, as a guide, the ICB anticipates commissioning 22,000 UDAs at a rate of £40.00 per UDA based on 24/25 prices. This equates to an indicative annual contract value of £880,000.

The Commissioner anticipates contracting for the services under a PDS agreement for a period of up to 10 years.

Following an initial market scoping exercise undertaken in Spring 2025 (FTS Notice reference: 2025/S 000-003061), NHS CIOS ICB would like to invite interested parties to attend a market engagement event, held virtually through Microsoft Teams on the following date:

10:00am - 12:00pm Wednesday 24th September 2025

The purpose of the event will be to share further information of the commissioner's objectives and proposals for the service, as well as further information on the development site. This will include sharing proposals of the associated costs relating to the building and who will own the building.

The event will also provide an opportunity for the Commissioners and developers to gain valuable feedback from prospective providers, given this is a new and exciting opportunity to potentially work with a provider to create a new purpose built dental building.

Following the event the Commissioners will be seeking responses to a market engagement questionnaire. This questionnaire will be sent to all providers that register to attend the event.

Subject to sufficient interest from the market and the outcome of final decision making, NHS CIOS ICB anticipates undertaking a procurement process in the future to award a new contract for the delivery of the services.

This exercise is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners.

This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit the Authority or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. The ICB is looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.

The ICB will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.

This is a Provider Selection Regime (PSR) prior information notice. The contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply.
