Description
Community and Accommodation Based Support Framework (CABS) for Gloucestershire County Council.
The services are for the provision of safe Community and Accommodation Based Support services for people in vulnerable circumstances.
The upper limit for the full term of the new CABS framework is £200M ex VAT (£110m for Gloucester County Council and an anticipated spend of £90m for partner organisations).

Description
Under this Lot, Providers will be commissioned to deliver support services for individual service users to remain living independently and safely in their homes as described in the overarching Framework Specification and Lot 1- Supplementary Community Based Service Specification

Framework operation description
This procurement exercise is being conducted under an open framework model, as defined by the UK Procurement Act 2023 section 49.
An open framework is a flexible procurement arrangement that allows for the award of successive frameworks on substantially the same terms over a period of up to eight (8) years. Unlike traditional frameworks, this model is designed to be reopened at least twice during its lifetime, the first time within the first 3 years of its life and at least every 5 years thereafter. This enables:
• New suppliers to apply and join the framework at designated intervals
• Existing suppliers to refresh their pricing or service offerings
• Public sector buyers to access a continually updated and competitive supplier base
• All suppliers admitted to the framework will operate under the same terms and conditions throughout its duration
Suppliers are encouraged to consider this structure when preparing their submissions, as future opportunities to join or update participation will be available during the framework's lifecycle.
The Open Framework will remain active for a period of 8 years, during which it will be reopened periodically to allow new suppliers to join. The indicative schedule for reopening is as follows:
