This is a Preliminary Market Engagement Exercise - this not a tendering opportunity or a call for competition.
DVSA is seeking information from potential suppliers to help shape our approach to re-procuring our Vehicle Components Testing Services Framework.
Our goal is to enhance our framework by gaining insights into market capabilities and interest. This will inform the development of a robust and competitive tender specification.
DVSA's Vehicle and Component Testing Services Framework is due to expire on 8 September 2026. This opportunity is to replace the current framework.
The framework will be open to include a number of suppliers who pass the criteria set out in the tender pack.
DVSA will use the framework to issue call-off competitions to the appointed suppliers who can then bid in line with the process set out in Call-Off award procedure.
The Driver and Vehicle Standards Agency (DVSA) is the Market Surveillance Authority for automotive products in Great Britain. It ensures that vehicles and automotive products placed on the market are monitored and have been designed and manufactured in accordance with type approval requirements.
Over the next three years, DVSA is planning to undertake a programme of market surveillance testing; checking the emissions performances of vehicles, as well as other type-approval testing, on a wide range of vehicles and vehicle components.
Please note this is a draft outline of the requirement and will be subject to amendment prior to any potential procurement exercise.

Engagement process description
The purpose of this market engagement is to inform suppliers of the upcoming requirement and to gather information and feedback via a Request for Information (RFI), ahead of publishing a future tender.
Following the responses received to the RFI, DVSA intends to finalise the tender documentation and publish the tender via the Central Digital Platform.
Please read the Specification and Supplier Questionnaire sections within the Market Engagement RFI, available through the Department for Transport's (DfT) Jaggaer eSourcing Portal.
Instructions for Suppliers:
• Respond to the questions in the Supplier Questionnaire section and submit your responses via DfT's eSourcing Portal (Jaggaer) by 11:00hrs on 19th September 2025. This will appear as a Pre-Qualification Questionnaire (PQQ).
• Search for the opportunity 'Vehicle Components Testing Framework'
• If you have any questions, please raise them via the portal by 11:00hrs on 15th September 2025.
