Scope

Description

The London Borough of Havering is seeking to procure a framework for Adults Commissioned Placements, aimed at providing comprehensive support services for adults requiring specialised care. This framework will cater to individuals in need of personalized placements, including residential care, supported living, and other tailored services that promote wellbeing and independence.

The objective is to ensure that adults receive the appropriate care and support to enhance their quality of life and meet their specific needs. This initiative aims to foster a supportive community through effective and compassionate care programs for adults.

This will be a closed Framework with a duration of 4 years.

The Framework will be divided into three lots as follows:

Lot 1 - Homecare Services

Lot 2 - Supported Living Services

Lot 3 - Care Home Services

The number of providers to be appointed to the Framework for each Lot is:

Lot 1 Homecare Services - 15

Lot 2 Supported Living Services - 20

Lot 3 Care Home services - no maximum limit

Lot 1. Homecare Services

Description

Home care services encompass a wide range of health and social services that are provided in an individual's home rather than in a hospital or care home. These services are designed to enable individuals to live independently and comfortably in their own homes. The nature and scope of home care services can vary significantly based on the needs of the individual and can include medical, personal, and supportive care. Home care services are tailored to the specific needs and preferences of the individual. This personalised approach ensures that the care provided is both effective and comfortable.

Lot 2. Supported Living Services

Description

Supported living refers to schemes that provide personal care to people as part of the support that they need to live in their own homes. The personal care is provided under a separate contractual arrangement to those for the person's housing. The accommodation is often shared, usually as a small group, but can be single household.

Supported living enables adults with support needs to live in their own home with the help they need to be independent. It allows them to choose:

where they want to live

who with

how they want to be supported

what happens in their own home.

Lot 3. Care Home Services

Description

The aim and purpose of Care Home Services is to deliver high quality, person centred support to older people and those with specialist needs, for whom it is no longer possible to live in their own homes, to achieve a good quality of life and death.

The provider should offer older people and those with specialist needs the opportunity to enhance the quality of life by providing person centred care and support that is safe, manageable and comfortable within a stimulating home environment.

Framework operation description

At the point of joining the framework there will be no evaluation of price. The award criteria will be 90% Quality and 10% Social Value.

However bidders will have to agree to the set of minimum rates provided in the Framework Agreement.

Once suppliers have joined the framework, at the call off stage bidders will be awarded contracts based on Quality and Price and the award will be conducted following process outlined in the Adult Commissioned Placements framework agreement, Schedule 3 - Call of Procedure
