This is a Provider Selection Regime (PSR) confirmation of contract award notice under the Health Care Services (Provider Selection Regime) Regulations 2023.

NHS Devon has sought to procure continuing Minor Injury Unit provision in Honiton and Walk In Centre provision in Exeter. It is intending to award a contract of 18 months with a 6 month extension option for both centres, commencing 01/10/2025 - following Direct Award Process C of the Provider Selection Regime.

Lifetime values are: £792,966 and £801,400 respectively (including extension)

The decision to award this contract was ratified by NHS Devon Procurement Oversight Group.

No conflicts of interest, or potential conflicts of interest, were declared by any decision makers.

The decision to award this contract in line with Direct Award Process C was based on evaluation against the 5 required key criteria, with weightings applied as follows:

Assessment of the provider was based on evidence available through their existing contract with the ICB including KPI reporting/ review of Governance policies / response to performance challenges, as well as publicly available information, including patient satisfaction.

The provider passed all required measures including in relation to clinical governance, incident reporting and safeguarding, delivery within financial envelope, interoperability with other NHS systems and compliance with equalities legislation. On scored areas, it scored highly for social value as reflected in their workforce development and clear green plan. They have evidenced an ability to deliver the service on an ongoing basis and have responded when concerns have arisen around the amount of closures working with the ICB to rectify this.
