Description
This market engagement exercise is a request for information exercise only with the aim of seeking the views from potential providers and not a confirmation or guarantee that services will be procured. The One NHS Finance is a programme aimed at supporting finance professionals in the NHS and develop the capacity of NHS finance departments. It consists of a number of programmes. This contract is for an organisation to support the ONF programme by providing support to committees, events, forums, publications, development programmes and toolkits. We would like to run a tender exercise for this work offering a contract for an initial year (12 months), with the ability to extend that contract for a further +1 year+1 year should the contract holders performance be satisfactory and subject to budget constraints.

Responses to the questions in this document will help NHS England determine level of interest in delivering potential future services.
Please note that your responses to the following questions do not constitute a tender submission and will not be shared with any other parties.
NHS England is requesting market feedback, to inform the potential procurement of support for the ONE NHS Finance Programme.
In order to assist NHS England with testing their assumptions and proposed service requirements, your responses to the questionnaires below will explore the following areas:
• The draft high level service specification and draft key performance indicators
• Timescales to handover existing services (if required) and mobilise new services)
• Expected financial approach (key cost drivers, how the requirement might be changed to drive better value and factors that influence performance measures and costs)
The responses to the questionnaire may assist the Authority in shaping the requirement to meet the demand.
We ask that interested providers submit responses to the following key questions using the questionnaire template provided. Respondents are requested to specifically address the questions rather than attaching extensive technical or promotional information as such information will not be considered.
Please complete the template and return via the portal by 12:00pm, on Friday 29 August 2025.
