Description

Hampshire County Council (HCC) undertakes a large and varied programme of work involving maintenance, new build, rationalisation and refurbishment of the County Council's and its clients' built estate, met by a variety of arrangements. As part of its asset and Risk Management programme, the County Council undertakes structural inspections of the built estate on a five-year rolling programme. The programme also includes specific items such as chimneys and boiler flues over 2m high, play and boundary walls, retaining walls, lighting grids, lofts, and other hidden roof spaces.

Historically this programme of works has been delivered by a single supplier Framework.

Hampshire County Council will be the lead contracting authority, with the framework available for use by the following contracting authorities: Hampshire County Council, the Isle of Wight Council and Reading Borough Council.

Following evaluation of the compliant tenders, and approval of the outcome, the Authority intends to appoint a single supplier to the Framework.

The Framework Agreement is due to commence on 1st January 2026 and will be for a period of 4 years to 31st December 2029. The Authority may enter into Call-off Contracts with a Framework Supplier at any time during the term of the Framework Agreement, up until the date of expiry, by following the Call-off Procedure as detailed in this ITT and the Framework Specification.

Call-off contracts under this framework agreement will be awarded by placing a call-off order for the services as and when required.

All Tenderers must have signed and completed Annex 5 - TUPE Confidentiality Undertaking Template by the Clarification deadline. Tenderers who submit a tender without having completed and returned Annex 5 as an attachment via the Intend Correspondence function before the deadline for clarification questions (10th September 2025 at 17:00), will have their submission rejected.

Justification for not using lots

With the need to ensure a consistent standard to the structural inspections and engineering design services, it was considered that by dividing the framework into more than one Lot, the framework would not be attractive to potential service provider. Furthermore, the arrangement (single source framework) may suit an SME based in or around Hampshire.

There are no fees relating to this framework.

Framework operation description

The pricing strategy for this framework is measured rates for planned investigations, and further investigations for loft spaces, lighting grids, chimneys and freestanding walls, and minor capital design projects with a contract value not less than £25,000. The remainder of the framework will be on a time charge basis working to an agreed target fee. The time charges will be as the Tendered rates.

Weighting description

Quality carries an overall weighting of 100 points. The Price provided by the supplier as stated in Annex 2 will be divided by their total Quality score to arrive at a Price Per Quality Point.

Payment terms

Hampshire County Council will make payment within 30 days for valid, undisputed invoices.

Description of risks to contract performance

As this is the procurement of a Framework Agreement, it is unlikely the LGR will be a risk to the Framework, however Contracting Authorities will need to consider the implications for their call-off contracts.

Justification for not publishing a preliminary market engagement notice

The market has already been alerted and market engagement has been undertaken in the form of a Prior Information Notice (PIN) under PCR 2015 to alert the market and potential suppliers about the upcoming opportunity. This was issued on 22nd January 2025.

The market consists of a variety of national/multinational organisation providing multidiscipline professional estate services, and local companies specialising in the provision of structural inspections and design services.
