two.2.4) Description of the procurement
Award of contract for extension of our aerial surveillance and survey services contract without seeking offers through a formal procurement procedure has been untaken due to unforeseeable circumstances. Under clause 72 (1)(b) of the legislation, a contracting authority may award a contract without competition where all the conditions are fulfilled. In this case, the grounds for not exposing to competition are as follows:
The aircraft are due to be sold by the Scottish Ministers. Brokerage services are due to commence on 1 September 2025 so this leaves a lapse time of one month from end of service provision. Storage of the two aircraft and maintenance of the aircraft including a D-check which is due on one aircraft will have to be done to ensure maintain of their value. The present supplier is the only supplier able to provide a CAA maintenance agreed plan to undertake such a service and thus a short extension to our existing contract has been made for a period of one month.
