Scope
Description
In 2017, Transport for London (TfL) awarded a framework agreement for the delivery of rapid electric vehicle charge points (EVCPs).
Between 2018 and 2021, approximately 300 50kW rapid chargers were installed across TfL, borough, and private land sites. Of these, 142 EVCPs were delivered on TfL highways and land, comprising a mix of taxi-dedicated and publicly accessible EVCPs.
TfL was responsible for the enabling works (such as site design, power connections, and civil engineering) to prepare locations for EVCP installation. The supply, installation, operation, and maintenance of the EVCPs is carried out by the charge point operators appointed under the framework agreement.
To ensure continuity of service, TfL plans to re-tender these sites for the continued operation and maintenance of the rapid EVCPs at these locations. TfL is currently seeking to gauge market interest in taking over the operation and maintenance of this infrastructure.
We are also interested in understanding the market's appetite to retain the existing network of taxi-dedicated EVCPs.
At this stage, TfL anticipates maintaining the current network configuration. However, we are currently exploring funding models and are open to proposals that include upgrading existing infrastructure with newer models. Additionally, TfL is exploring the feasibility of enhancing current designs and increasing power supply capacity.

Engagement process description
This Preliminary Engagement Notice is being issued for the primary reason of seeking information from the market ahead of launching the anticipated TfL Rapid Re-Let Project procurement.
Engagement is being sought via a Market Sounding Questionnaire (MSQ) which aims to gather feedback from potential suppliers including, but not limited to market interest and capability and risks and issues.
