Scope

Description

We are establishing a framework agreement to provide temporary traffic management in the Cumberland area. This includes lane closures, lane narrowing, convoy working, lighting, vehicles, and associated services.

Framework operation description

The process for calling off work from the framework will be as follows:

• Officers identify a need for temporary traffic management works in an area

• Officers use the key rates for the area to assess the lowest price supplier for the works

• Officers contact the lowest price supplier to confirm availability within the required timescale.

• If not available, officers contact the next lowest price supplier until an available supplier is identified

• Details of the works are issued to the supplier and a full price requested

• Providing the price is consistent with the submitted rates (within 10% of the estimated price) the contract is awarded

• Where the price is not consistent with the submitted rates (more than 10% over the estimated price) extenuating circumstances may be considered (e.g. emergency works, high complexity, work required outside normal working hours, etc)

• Where the price is not consistent with the submitted rates and no extenuating circumstances justify the increase, a second price is sought from the next lowest price supplier and the scheme awarded based on two quotes.
