Description
The South Yorkshire Mayoral Combined Authority is looking to commission a Domestic Abuse Perpetrator Programme.
Following the Mayoral election in May 2024, the Mayor took on the functions of the Police and Crime Commissioner. These functions include listening to the needs of communities, securing victim support services, setting the objectives for the police force, and holding the Chief Constable to account.
Domestic Abuse Perpetrator Programmes (DAPPs) are structured interventions designed to address and change the harmful behaviours of individuals who have committed domestic abuse. These programmes aim to increase the safety and wellbeing of victims (as defined in the DA Act), by helping perpetrators understand the impact of their actions and develop healthier, non-abusive ways of relating to others. These programmes are a critical component of a coordinated community response to domestic abuse, aiming to enhance victim safety and promote long term behavioural change in perpetrators.

Engagement process description
The South Yorkshire Mayoral Combined Authority is conducting Preliminary Market Engagement with a view to establishing market interest in providing a Domestic Abuse Perpetrator Change Programme for South Yorkshire in the future and, to seek the views of suppliers with regards to delivering structured intervention services to Perpetrators of Domestic Abuse.
This will help us to develop our requirements.
SYMCA has prepared a Request for Information questionnaire. To access and submit this, suppliers are directed to ProContract https://procontract.due-north.com/ project reference DN787338.
The authority also plan to hold an online presentation event on Thursday the 25th of September 2025 between 11.30 - 13.30. It is anticipated that this presentation will be an opportunity for SYMCA to present demand in South Yorkshire and an overview of the anticipated requirements of the contract.
