Description
The scope of this requirement is to provide Marking and Guarding Services to His Majesty's Coastguard relating to the SS Richard Montgomery wreck. There is also a requirement for the Service Provider to procure state of the art camera equipment enabling the wreck to be monitored effectively in periods of low visibility and at night.

Single supplier - technical reasons
This procurement is justified on technical grounds due to the SS Richard Montgomery wreck being located within the statutory port jurisdiction of Peel Ports Group. As the designated harbour authority, Peel Ports is uniquely positioned to deliver the marking and guarding services required, including 24-hour surveillance, access control, and emergency response. No other port authority possesses the legal mandate, infrastructure, or operational readiness to fulfil this requirement.
