seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
This contract was a call-off contract awarded following a secondary competition under CCS RM1557.14 G Cloud 14 Framework for managed support services.
This is the first modification to this contract.
The requirement has arisen to onboard the Pre-School Standardisation Programme (PSP) to use the managed support service, which requires a modification to increase the contract value by £180,000 (approx. 30% of the original awarded contract value)
The modification is proposed in accordance with Regulation 72 (1)(b) and meets all of the following conditions:
(b) for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor—
(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, or
(ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority,
provided that any increase in price does not exceed 50% of the valueof the original contract.

Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
This modification is required to cover additional services for which a change of contractor would cause significant inconvenience, particularly in not meeting the PSP go live timelines, and substantial duplication of costs in the resources and time required to complete a new procurement process for a service which is already covered under a compliant contract.
The modification is for additional services only, no change to the nature of the services provided, and does not exceed 50% of the original awarded contract value.
