SEL The Well Centre.

Provider is an existing provider whose contract is coming to an end, the service is not changing considerably and it is the view of SEL ICB (Lambeth) that the existing provider is satisfying the existing contract to a sufficient standard and is able to satisfy the new contract to a sufficient standard. A robust undertaking of current and expected performance was undertaken to support this award, including an external evaluation of the service.

The contract term will be 13 months with the option to extend for a further 6 months subject to local discretion. The contract will start on 01/09/2025 and end 30/09/2026, if the optional extension is utilised the contract end date will be 31/03/27 - following PSR Direct Award Process C as there is no change to the contract terms.

The approximate value of the contract for 19 months is £676,433.00.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 23:59 26 August 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Award decision makers:

The final decision on the contract award will be made by the Corporate Director for Integrated Adults and Health, South East London ICB (Lambeth Place) and London Borough of Lambeth.

There were no conflict of interest identified in the decision making process.

The key criteria underpinning the decision to award this contract were:

The marginally higher weighting to quality and innovation and integration, collaboration and service sustainability reflects the critical role of this contract in influencing the emotional health and well being system in Lambeth. Reducing health inequalities, improving access and providing good value remain key priorities and are also reflected within the decision making criteria.

The provider selected has demonstrated particular strength in relation to these key criteria and has embedded new and innovative approaches across the borough. These have been externally evaluated, giving commissioners confidence in the evidence base.

Each of the 5 key criteria was reviewed and scored against current service delivery and potential service development.
