Scope
Description
This notice relates to the replacement of the existing Maintenance and Response (M&R) contracts across the entire Strategic Road Network (SRN). The M&R contracts support the effective operation, maintenance and resilience of the network.
Maintenance and Response 2 (M&R2) will cover the Strategic Road Network (SRN), which is one of the biggest and most important pieces of infrastructure in the country. It comprises more than 4500 miles of motorways and major A roads which are at the core of our national transport system.
National Highways is looking for suitable contractors to provide and undertake:
- Cyclic maintenance
- Reactive maintenance
- Incident response
- Severe weather
- Operational roadside technology
- Asset renewal works
Maintenance & Response 2 is possibly going to be divided into two tranches, that may further include lots, although we are unable to provide specifics at this point, as it will not be defined until post market engagement. Further details can be found in the supporting Information Memorandum, and in any future UK4 Tender Notice and associated procurement documents once published.

In the aggregate, the M&R2 contracts are estimated to have an overall value of £8bn, inclusive of contingency, with an anticipated, contract duration of 8 years.

Engagement process description
The current Maintenance and Response (M&R) contracts will begin to expire from July 2028. M&R2 is an exciting opportunity for existing and new suppliers who may be interested in bidding.
This UK2 Preliminary Market Engagement Notice is issued by National Highways, inviting suppliers to participate in market engagement activities to inform and shape the development of the overall strategy for the replacement of the Maintenance and Response contracts.
There will be a number of market engagement activities, including, but not limited to:
- A launch event to provide an overview of the forthcoming programme of works, on 18 September 2025.
