Description
This is a Framework opportunity for all OFSTED registered Fostering providers to support the D2N2 (Derbyshire, Derby City, Nottinghamshire and Nottingham City Councils) collaborative in delivery of good quality, stable and local placements to our Children in Care.
Together D2N2 represent: 1772 children and young people 0-18 years in Foster Care.
D2N2 is working together to optimise the commissioning of placement provision for their children in care and want to continue to develop new local arrangements as sought on the D2N2 framework 2020-2026. There is a continuing ambition for a collaborative approach, meeting the needs of all stakeholders including children and young people, providers and placing local authorities.
D2N2 has worked together for some time in relation to our provision of fostering placements for Children in Care. Through this connection D2N2 recognised shared challenges, gaps in provision and common needs amongst the collective Children in Care population, and the need of a combined approach and closer coordination across our area.

Framework operation description
At time of tender, all providers will submit a maximum costing against a published pricing range for each category in which they can provide services for. This maximum costing must be below the published maximum weekly price in order to fulfil the requirements.
Providers will be required to confirm prices for the services as part of the referral/offer process. At time of offer of an individual placement, the provider can offer below their maximum weekly costing submitted at time of tender but not exceed this.
Providers shall provide weekly prices, based on the core services described in this specification, and identified in the pricing schedule document (Appendix B - Pricing Schedule) along with prices for additional services, commonly required.

Description of risks to contract performance
Other external factors, outside of the control of the Council and Provider on a global, national, regional or local level which would require changes to the way in which the contract is performed or the costs associated with delivering services.
Whilst the categories outlined in this specification are registered children's homes and are categorised in terms of size of home, a known unknown is that there is also the growing requirement for Ofsted registered residential family centres. This may therefore result in procurement of such provisions within this framework at a future date.
