INTENTION TO AWARD
North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS England - North East and Yorkshire (the Relevant Authority) who have undertaken a competition process to commission healthcare
services within the children and young people's secure estates in Yorkshire and Humber.
Services will be delivered in lots as follows:
• Lot 1 will be Physical healthcare (Primary Care universal health
services).
• Lot 2 will be Mental health/neurodevelopmental conditions and
psycho-social substance misuse.
• Lot 3 will be Dental including orthodontics (HMYOI Wetherby Only).
The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts
Regulations 2015 do not apply to this award.
The contract terms are for an initial period of 4 years commencing on 01 April 2025, with an option to extend for a further 3 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance.
The closing date for submission of competition responses was by 12 noon on 11 September 2024.

This is an INTENTION TO AWARD Notice following The Health Care Services (Provider Selection Regime) Regulations 2023 - Competitive Process.
This is an intention to award notice to advise that the relevant authority intends to award a contract under a competitive process under the Health Care Services (Provider Selection Regime) regulations 2023.
For the avoidance of doubt, the provisions of the Procurement Regulations 2024 (Procurement Act 2023) and/ or Public Contracts Regulations 2015 do not apply to this award.
Project Title - NHSE943 - Delivery of healthcare services within the children and young people's secure estates in Yorkshire and Humber - Lot 3 - Dental Services
The service aim is to deliver safe, effective, personalised, and comprehensive integrated dental and oral health care to children in the setting.
Dental providers should feed into the wider setting whole systems approach to encourage and support children and their communities to use their knowledge, experience, and insight to
design and evaluate the services that are on offer, the way that they are delivered and their accessibility and relevance, using a co-production approach.
Contract Start Date: 01 December 2025
Contract End Date: 31 March 2032
The contract term is for an initial period of 3 years and 4 months, with an option to extend for a further 3 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance.
This service was originally advertised as part of a 3 lot procurement. Lot 1 - Physical healthcare and Lot 2 - Mental health/neurodevelopmental conditions and psycho-social substance misuse were awarded in December 2024 - Notice identifier: 2025/S 000-038212.

This is a Provider Selection Regime (PSR) intention to award notice.
The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.
For the avoidance of doubt, the provisions of the Procurement Regulations 2024 (Procurement Act 2023) and/ or Public Contracts Regulations 2015 do not apply to this award.
This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
A contract will not be awarded until after the 9th working day following standstill.
The standstill period begins on the day after the publication of this notice.
Representations by providers must be made to the relevant authority by midnight on Wednesday 20th August 2025.
