Mae'r caffael hwn yn ceisio rhoi Cytundeb Fframwaith ar waith ar gyfer darparu gwasanaethau cynnal a chadw priffyrdd i gefnogi'r gwaith o gyflawni prosiectau a gynhelir gan adran cynnal a chadw priffyrdd yr Awdurdod Lleol. Bydd y Fframwaith yn disodli trefniant presennol ac yn dod yn weithredol ar ôl iddo ddod i ben. Bydd y Fframwaith yn cael ei rannu'n chwe Lot sy'n cwmpasu'r gwahanol wasanaethau sydd eu hangen. This procurement seeks to put in place a Framework Agreement for the provision of highway maintenance services to support the delivery of projects undertaken by the Highway maintenance department of the Local Authority. The Framework will be replacing an existing arrangement and become active upon its expiry. The Framework will be divided into six Lots covering the various services required. Each Lot will be awarded with a prime contractor that will be issued the work in the first instance followed by up to four other contingent contractors. Tenderers are permitted to bid on one or more Lots.

The optional extension will be used if required by the contracting authority and subject to good performance of the contractor(s) up to that point. Each Lot may be treated individually regarding the extension, possibly resulting in some Lots being extended and not others.

Each Lot will be evaluated in isolation with the highest scoring tenderer in each lot being awarded in rank one position. All other tenderers will be ranked below that with a maximum of five tenderers awarded to each Lot.

The hire of general highway civils team, which can include concreting, laying kerbs, drainage, paving, resurfacing, and to be an asset to the Highway Services team. Operatives must be able to carry out all aspects of the above works and plan and organise their own work if required.

Description
Bydd y tîm paratoi ffyrdd llogi i weithio ar y cyd â phlaniwr asffalt, gwaith yn cynnwys gwaith haearn addasu cyrb, gosod asffalt a pharatoi safle ar gyfer gwaith tîm paver asffalt i gydymffurfio â manyleb safonol priffyrdd a lefelau y cytunwyd arnynt gyda'r peiriannydd safle. Rhaid i weithredwyr allu cyflawni pob agwedd ar y gwaith uchod.
The hire of road preparation team to work in conjunction with asphalt planer, works will consist of kerbing adjusting ironwork, laying of asphalt and preparing site for asphalt paver team works to comply with standard specification of highway & levels agreed with site engineer. Operatives must be able to carry out all aspects of the above works.

gofynion BS 594987 a chodau ymarfer cysylltiedig. Llogi Pafiwr Asffalt gyda Screwman a Gyrrwr gan gynnwys offer wyneb ategol.
The hire of road surfacing team to work in conjunction with asphalt paver, surfacing team, tools and transport to also be included in price, material to be laid in accordance with the requirements of BS 594987 and associated codes of practice. The hire of an Asphalt Paver with Screwman and Driver including ancillary surfacing equipment.

Bydd tendrwyr yn cael eu dyfarnu i Lot yn nhrefn rheng. Bydd yr holl waith yn cael ei gynnig i'r Contractwr Rank 1 mewn Lot yn y lle cyntaf. Dim ond pan nad yw Contractwr Rank 1 yn gallu cyflawni'r gwaith, mae ganddo broblemau ansawdd neu berfformiad heb eu datrys neu wedi torri gofynion y Fframwaith a/neu alw telerau ac amodau y bydd y Contractwr Rank 2 yn y Lot yn cael ei ddefnyddio. Os bydd unrhyw un o'r materion uchod hefyd yn berthnasol i'r Contractwr Rank 2, bydd y gwaith yn cael ei gynnig i'r Contractwr Rank 3 ac yn y blaen.
Tenderers will be awarded to a Lot in rank order. All work will be offered to the Rank 1 Contractor in a Lot in the first instance. Only when a Rank 1 Contractor is unable to perform the work, has unresolved quality or performance issues or has contravened Framework requirements and/or call off terms and conditions will the Rank 2 Contractor in the Lot be used. Should any of the above issues also be applicable to the Rank 2 Contractor, the work will be offered to the Rank 3 Contractor and so on.
