Description

Portsmouth City Council is reopening the Skills Bootcamp Framework for the purposes of including Lots 19-21

This is an opportunity to deliver Skills Bootcamp training across the Solent as part of a series of skills interventions under the Skills for Life Programme.

The Council is seeking suitably qualified and experienced training providers to develop in partnership with employers, and deliver Skills Bootcamps at Level 2 to level 5 in:

Construction 1 - Minimum of 60 GLH up to a maximum of 16 weeks of delivery (expected minimum duration would be between 2-4 weeks). We would like this Bootcamp to focus on re-skilling and upskilling to provide new entrants into the Construction Sector into Junior roles. All Skills Bootcamps should include the Level 1 Health & Safety in Construction Environment and the CSCS Green Card, including booking the test and applying for the card on the learner's behalf (Including any necessary re-sits to enable learners to achieve). We would also expect Traffic Marshall/Banksman Training, Manual Handling, Training to support these individuals to engage with Construction Agencies and also work within the HMRC Construction Industry Scheme.

Construction 2 - Minimum of 60 GLH up to a maximum of 16 weeks of delivery (expected minimum duration would be between 2-4 weeks). We would also like a focus on multi- skilled roles including:

• Basic carpentry and joinery skills

• Basic Plumbing Skills

• Painting and Wallpapering Skills

• Wall and Floor Tiling Skills

• With possible progression onto an Apprenticeship.

Welding - Minimum of 60 GLH up to a maximum of 16 weeks of delivery (expected minimum duration would be between 2-4 weeks). This bootcamp is to focus on upskilling and reskilling individuals to enter a Welding role and could include:

• Health & Safety, MCQ test, CAD + hand fitting project

• Intro to welding - tools, setup, basic techniques

• Welding defects & testing, continued development

• Advanced positions, understanding WPS & test prep

• Weld test practice under simulated test conditions

• Weld coding test

• MMA/TIG/MIG/MAG

There is currently a maximum of 3 lots available to apply for. These are based on the regional priority sectors and local skills shortages identified through the Solent Local Skills Improvement plan. Our intention is for the light touch framework to remain flexible so that in addition to the local priorities and lots identified we can also meet the ongoing demands from businesses across the Solent. Courses can be delivered face-to-face, classroom style, face online or a mixture. Priority will be given to suppliers that can deliver across the mainland and on the Isle of Wight, therefore we encourage partnerships and collaborations to do this. Suppliers are encouraged to apply for more than one lot, offering greater value for money and increased productivity across the total contract, therefore we would encourage collaborations or partnership/consortia applications.

A budget ceiling of £480,000 (excluding VAT) is set for the 3 Lots in this phase of Wave 6 work. This will include all costs associated with the specified work.

Values given under each Lot are the potential values over the lifetime of the Framework, subject to additional funding, however no guarantee can be made in respect of the accuracy of this estimate or any guarantee of future spend via the Framework.
