Scope
Description
Cardiff University is seeking a highly professional, efficient, high quality hazardous waste (Chemical and Clinical) disposal contractor(s), dedicated to providing an expert technical service which is conducted in an environmentally sustainable manner, which complies with all current and future legislation and aims to achieve the best 'overall environmental outcome'. The contractor(s) will be a leader in hazardous waste management and be committed to excellence in professional delivery through membership of CIWM and accredited to a scheme such as Safe Contractor (or equivalent). The contract is for the provision of a Clinical waste and Chemical waste (including laboratory glass waste) disposal service for the University.

With the new regulations, we are utilising the CompFlex Tender method to integrate a two stage tender. The first stage will encourage bids from all provided mandatory pass fail questions are passed. The top 3 scoring bidders in both lots will be invited to perform presentations. These will be scored, added to the initial scores gained in the bid submission section. The highest overall score of the remaining 3 will win the lot. This applies across both lots.
Justification for not publishing a preliminary market engagement notice
This is a the second iteration of this tender. The previous tender was unsuccessful and so is being reissued, under these new regulations. The previous tender and information received serves as an alternative to a formal preliminary market engagement event of any type.
