This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period.

The decision maker (Director of Adults and Health) is fully in support of this intent to award and believes that services will continue to provide support to .

Quality and innovation, Value for money, and improving access whilst reducing health inequalities are all high priority criteria for Leeds City Council in the delivery of services which

support people who are bereaved and/or affected by suicide.

The contract was awarded on the 4th August 2025. The contract start date is 1st April 2025 and ends 31st March 2026. The value of the contract is £55, 270.

The contract will be directly awarded to Touchstone-Leeds via the Direct Award Process C provided under the Provider Selection Regime (PSR). Touchstone-Leeds are considered able to meet the service specification requirements in terms of:

• Being suitably experienced

• Being embedded in locally delivering outcomes within the budget envelope

Touchstone-Leeds have the infrastructure in place to deliver this service.
