Description

Norse Highways, a Trading division of Norse Eastern, undertake a programme of planned routine maintenance including patching, highways improvements and an element of privately funded work attached to the Highway. Norse Highways are seeking suitably qualified bids for the supply of carriageway layered patching, footway patching and pothole reinstating. Successful bidders will be appointed to a closed framework to provide the forementioned works services.

There will be 4 (Four) available LOTS on the Framework, LOTS 1-3 are planned maintenance works, LOT 4 Carriageway Re-Surfacing, is larger scale work requirements that are not included in the planned works.

Norse are seeking to appoint a number of service providers (up to maximum of 6 suppliers for each LOT) for LOTS 1-3, depending on responses. LOT 4 will not be restricted to a maximum number of suppliers awarded a place. Bidders can can submit a bid for one or all LOTS available, Bidders can be awarded to more than one LOT.

Lot 1. Carriageway Layered Patching

Description

Planned maintenance works for Carriageway layered Patching for two areas, Area 1 Norwich, Area 2 Norfolk.

This work includes excavation, preparing base and laying of a new asphalt layer on any bound substrate. To include all standard traffic management.

Lot value (estimated)

  • £2,583,360 including VAT

Framework lot values may be shared with other lots

Contract dates (estimated)

  • 26 September 2025 to 25 September 2027
  • Possible extension to 25 September 2029
  • 4 years

Description of possible extension:

Options to extend for up to 2 years incrementally for all LOTS.

Lot 2. Footway Patching

Description

Planned Maintenance for Footway Patching , Bidders must be able to provide services in both areas (Area 1 Norwich City and Area 2 Norfolk)

The works include excavation of existing footway, materials and disposal. To include all traffic management and facilities to ensure safe operation in the highway.

Lot 3. Pothole Reinstating/Patching AC10 or HAR 55/10

Description

Planned maintenance works for Pothole Reinstating/Patching AC10 or HRA 55/10.

Works include sides of hole to be trimmed to produce a regular shaped repair, loose material to be removed and any standing water to be removed prior to reinstating. To include all traffic management and facilities to ensure safe operation in the highway.

Description

Carriageway resurfacing works for larger scale requirements required across the Norfolk Area. These works are unplanned and scope of works will be defined on Job requirements.

Framework operation description

For LOTS 1- 3, places on this Framework are awarded the Bidders with the highest overall score, Maximum of six bidders to be awarded to each LOT, for LOTS 1- 3. Bidders can submit pricing for one or all LOTS but must be able to provide services in both areas (Area 1, Norwich City and Area 2, Norfolk). Works for Lots 1-3 will be awarded by way of Call-Off, a "basket of goods" approach will be used to determine the requirements of each call off, awards to be based on price and availability for the combination of inputs the works require.

For LOT 4 - Carriageway Re-Surfacing works, Bidders will be evaluated on Quality and Social Value only to be awarded a place on this LOT. A further competition will be undertaken to award works from this LOT, based on criteria of price and availability. LOT 4 is not included in the planned works and therefore no pricing element for this LOT is captured when establishing the Framework, due to the varied nature of the works. LOT 4 will not be restricted to a maximum number of suppliers.
