BRIEF SCOPE DESCRIPTION

GENERAL OVERVIEW

Coventry City Council (CCC) will be launching a procurement exercise to appoint suppliers to deliver four Electric Vehicle (EV) charging hubs in residential areas of Coventry where many homes lack access to off-street parking. Two of the proposed hub locations are public car parks, and two are Council-owned community facilities, which are actively used during the day but remain unoccupied at night, making them suitable for overnight charging.

This procurement will be conducted under the Public Procurement Act (PA) 2023 and will use Coventry City Council's standard terms and conditions. Interested suppliers must register their interest via the email address provided in the engagement process to participate in this opportunity.

LOT STRUCTURE AND DETAILS

Lot 1: EV Charging Infrastructure and Car Park Management

Scope: Design, Supply, Installation, Testing, Commissioning, Operation, and Maintenance of vehicle charging infrastructure and management of the car parks.

Contract Term: 20 years + 5-year optional extension

Funding Model: Fully funded by the supplier

Revenue Share: From year 3 - 20% of net revenue from AC chargers, 30% from DC chargers

Additional Requirements:

A Power Purchase Agreement (PPA) will be required between Lot 1 and Lot 2 to align energy generation and consumption.

For night-time parking and charging facilities, car park management must include:

- CCTV monitoring

- Smart access barrier

- Two sliding gates at the school site with smart accessibility integration

- Smart back-office automation system for user access and monitoring

Event Time: 9:30 - 10:30 on 22nd August 2025

Lot 2: Electric Power Source - Battery Storage and Solar Panel Canopies

Scope: Design, Supply, Installation, Testing, Commissioning, Operation, and Maintenance of solar energy infrastructure and battery storage

Contract Term: 20 years + 5-year optional extension

Funding Model: Fully funded by the supplier

Revenue Share: From year 3 - 5% of net revenue

Event Time: 11:00-12:00 on 22nd August 2025

Lot 3: Wireless Charging Infrastructure

Scope, Design, Supply, Installation, Testing, Commissioning, Operation, and Maintenance of wireless charging technology in 4 x onstreet disabled parking bays, one in each street in the city centre.

Contract Term: 5 years

Funding Model: Grant funding will be disclosed during tender stage

Event Time: 12:30 - 13:30 on 22nd August 2025

Lot 4: Electric Mobility - E-Bikes, Mopeds, and Cars

Scope: Supply, Testing, Commissioning, Operation, and Maintenance of shared electric mobility options. Scope to extend this service in other parts of the city, through section 106 route.

Contract Term: 3 years + two optional 2-year extensions

Funding Model: Transport modes to be fully funded by the supplier

Additional Requirements:

A comprehensive Operational Business Plan must be submitted as part of the tender

Grant funding for infrastructure is available to support implementation
