This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon and NHS Cornwall & Isles of Scilly Integrated Care Boards' (the Commissioner's) intention to commission Urgent Care & Stabilisation Dental services. The Commissioner would like to understand the level of provider interest in delivering these services.

NHS Devon & NHS Cornwall and Isles of Scilly ICBs are seeking providers who have the capability and capacity to deliver urgent care and stabilisation dental services, in line with the specified requirements.

It is anticipated that there will be eight contracts split equally between Devon and Cornwall & Isles of Scilly.

Lot 1 - Plymouth South & West: (54,000 UDAs)

Lot 2 - Torquay & Paignton: (33,000 UDAs)

Lot 3 - Barnstaple, Bideford & Ilfracombe: (22,000 UDAs)

Lot 4 - Barnstaple, Exeter, Torbay & Plymouth: Out of Hours (OOH) (5,222 appointments)

Lot 5 - Central Cornwall: Truro (18,000 UDAs)

Lot 6 - Central Cornwall: Newquay (18,000 UDAs)

Lot 7 - West Cornwall (exact locations to be confirmed): (18,000 UDAs)

Lot 8 - North & East Cornwall: (exact locations to be confirmed) (18,000 UDAs)

The contract terms have not yet been finalised. However, it is anticipated that each contract will be for a minimum period of 7 years.

The annual contract values are still to be determined. As a guide, the commissioners anticipate annual values being between the below ranges for each contract:

Lot 1 - Plymouth South & West: (£1.8m - £2.2m)

Lot 2 - Torquay & Paignton: (£1.1m - £1.4m)

Lot 3 - Barnstaple, Bideford & Ilfracombe: (£737k - £924k)

Lot 4 - Barnstaple, Exeter, Torbay & Plymouth: Out of Hours (OOH) (£658k)

Lot 5 - Central Cornwall - Truro: (£600k - £756k)

Lot 6 - Central Cornwall - Newquay: (£600k - £756k)

Lot 7 - West Cornwall (exact locations to be confirmed): (£600k - £756k)

At this stage of market engagement, the ICBs want to highlight that this procurement will be centred on supporting their most vulnerable and deprived populations. They would like to encourage potential providers to begin considering how their services can be designed to meet the needs of these communities, ensuring accessibility, inclusion, and responsiveness to local challenges.

NHS Devon & NHS Cornwall ICBs will be hosting a market engagement event with the aim to gain valuable feedback from prospective providers. This is planned to be hosted on MS Teams on the 13th August 2025 at 10.00-12.00. Interested providers will be able to view this opportunity via the live opportunities list on the 'Health Family' e-procurement system, Atamis. After the event the commissioners will be seeking responses to a market engagement questionnaire. The aim of which is to obtain feedback from the market to aid decision making. The questionnaire will be sent to all providers that register to attend the event.

The procurement is anticipated to be published in Autumn 2025.

This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
