Engagement process description

The current Adults Advocacy Service contract is coming to an end on 19th June 2026 and Cornwall Council is seeking to engage with the Adults Advocacy market to help inform the recommissioning approach for the new contract for Adults Advocacy provision across Cornwall and the Isles of Scilly and to understand the potential level of interest across this market sector.

The market engagement period will run from 1st August 2025 to 5th December 2025, commencing with a Soft Market Test which will run from 1st August 2025 to 12th September 2025 inclusive, after which further market engagement events will be advertised through the Proactis portal, the Council's e-tendering system and accessed through the following link: www.supplyingthesouthwest.org.uk. ref. DN774644 Adults Advocacy Service.

Participation in the soft market test process will not prejudice suppliers when participating in any future procurement.

If you are interested in this area of service provision and/or in helping with our assessment of the market, please find the documentation required using the above Proactis portal link.

This is not a call for competition. As such, any future procurement process will be compliant with The Procurement Regulations 2024.

In case of an unsatisfactory level of competition in the market able to fulfil the Council's requirements, the Council reserves the right to take appropriate action necessary in line with The Procurement Regulations 2024 to ensure continuity of service provision.
