Description

Procurement conducted by Scape Group Ltd (SCAPE) on behalf of Arc Property Services Partnership Limited (Arc Partnership / the Client).

This is a Preliminary Market Engagement Notice for an upcoming tender process conducted by SCAPE on behalf of the Client for the setting up of a new contract for security services, including manned guards and key holding services.

The procurement will be undertaken sometime in August 2025 and will involve a two stage process. Bidders must initially meet the selection criteria within the pre-qualification stage and will be scored on answers provided to specific and relevant questions. The 4 top scoring bidders will then pass to the Invitation To Tender (ITT) stage, at which point bidders will be asked to submit their prices via a commercial model and will provide answers to quality questions.

Price will be allocated 300 marks (30%) and the quality response will be allocated 700 marks (70%).

The bidder who provides the Most Advantegous Tender (MAT) by providing the highest marks, will be awarded the contract.

The Contract shall be established with 1 single supplier to provide all services.

The estimated value is £2,000,000 over the total life of the contract and will be a potential 6 year contract with break clauses at 2 years (2 + 2 + 2 = 6 years).

The arrangement will be management by an NEC4 Term Service Short Contract but full information shall be provided once the opportunity goes live.
