Description of risks to contract performance

Up to 3000 people in the city receive homecare services so it is a large and well used service that helps keep people at home, reducing our need for more expensive residential and nursing care arrangements. It supports people at times of crisis and at the most difficult times - such as when people need to be supported to be at home when at end of life. To not extend would mean we put these arrangements on a non-compliant footing giving us no recourse to hold providers to account for the support they provide to people in our city. It also exposes our NHS partners who are a named party to the arrangements.
