Scope

Description

The NHM intends to create a Framework Agreement for the Design and Build of roof access safety systems over a period of 3 years, with two optional extensions of 1 year + 1 year. The Framework Agreement will include the ability to call off for a pre-construction services agreement (PCSA) each year for survey, followed by a JCT Design and Build Contract to deliver construction of the roof access system. Due to funding restrictions, only work in FY2526 is guaranteed and all works must be completed by March 2026.

Subject to funding availability in future years and satisfactory performance in the current years' contracts, the NHM will call off on the PCSA and JCT Design and Build Contract for subsequent year's works.

To access the documents for this tender exercise, all tenderers will be required to sign an NDA and return this to the Museum for counter signature. This will be made available via the SQ Stage of Delta e-Sourcing. The NDA must be signed by an authorised signatory on behalf of the company and returned to the Museum via the Message Centre of the SQ Stage. Once the NDA has been counter signed, it will be sent back to the tenderer and access to the tender documents will be granted.

We anticipate the tender will be published in late August 2025/early September.

Engagement process description

Written enquiries were sent to 4 companies during the weeks commencing 7th July and 14th July:

•Introland Limited

•Eurosafe Solutions Limited

•Safesite Limited

•Bespoke Roof Safety Limited

The following text was used for the written enquiries:

"I am a project manager at the Natural History Museum in London.

We are interested in procuring a contractor to survey, design and install a new roof safe access system across our South Kensington site. The site comprises 15 buildings, ranging from the 1880s to new, with 138 roofs covering an area of 27,000 square metres.

Would you be able to arrange a discussion about this potential project?"

Following the written enquiries, short phone conversations were held with Eurosafe, Safesite and Bespoke Roof Safety during the weeks commencing 14th July and 21st July. The same information was discussed on each call:

•Whether the project as outlined in the text above was feasible over a multi-year timescale.

•Whether it was feasible to install safe roof systems on priority roof areas within the 2025-2026 financial year.

•Whether the contractor has the capability to provide the services detailed in the text above and whether they would be interested in tendering for this project.

•The intended procurement route for the project would be a multi-year framework with a PCSA each year converting to a Design and Build contract.
