Description
This is an existing CHIC service offering under the 2019 Multiple Elements framework and the All Under One Roof DPS.
The Authority determined that it would beneficial for the Decorations workstream to be established independently outside of the larger multiple elements framework which was structured to attract tier one supply chain offering members a turnkey contracting solution for large scale planned and capital investment programmes.
The creation of the decoration framework will facilitate call off for both planned and cyclical programmes, including FM, commercial and public buildings as well as new build and regeneration. This framework offers the opportunity for SMEs to bid which generally may not be achievable under the multiple elements' framework.

Further information about fees
CHIC's costs for the services it provides for its members are recovered from transaction fees applied to all supplies, works and services delivered under call off contracts. CHIC is a non-profit making organisation, owned by its members.
At the establishment of a framework, in the pricing documents, there is a transaction fee added to the Suppliers prices. The level of the fee varies according to the type of works, supplies or services and the contract value. Under call off contracts this fee will be collected by the supplier in the prices charged to members and paid (rebated) to CHIC, which will invoice on a retrospective basis.
CHIC reserves the right to vary the transaction fee (which can range from 0.5%-4%) for individual contracts, dependent upon the contract value and level of management support each member requires.
Framework operation description
CHIC is acting as a Centralised Procurement Authority (CPA) for our members (Contracting Authorities). Members that decide to use the framework must comply with the Act and they can delegate their obligations to carry out call-off exercises in whole or in part to CHIC.
Call-off contracts may be awarded with or without competition(direct award contract(DAC)).Any DAC by a member will be subject to a business case complying with the objective mechanism of the framework and the core terms of the call-off contracts.A 'competitive selection process' will be used including 'conditions of participation' to assess suppliers' technical ability to perform the contract.
In a competitive selection process,any assessment of suppliers' proposals must be based on some or all of the award criteria used to assess tenders at framework award, which may be refined,e.g.,additional sub-criteria may be included or the criteria explained further.Call-off contracts may extend beyond the term of the framework.

The Framework will be accessible by Members of CHIC as detailed on the Procurement document, including all of CHIC's current and future members,Registered Providers of Social Housing,Local Authorities,Blue Light Services,Education,NHS,and all other contracting authorities,Registered Social Landlords, Housing Associations, Local Authorities.i.e. County, Metropolitan (City), District, Borough Council or a Unitary Authority in the United Kingdom, Arms-Length Management Organisations (ALMO), Charities, Executive Agencies, health and care organisations,such as NSS National Procurement in Scotland, NHS Shared Services System in Wales, the Procurement and Logistics Service in Northern Ireland,commissioners and ombudsman, non-departmental public bodies, and any public sector organisation that is required to procure works,supplies and services under the Procurement Act 2023 and any such Act,Directives,Regulations,policies and guidance relating to the procurement of supplies,services and works.
