Changes to notice

This notice has been edited. The previous version is still available.

A condition to participate has been included to ensure suppliers meet the Authority's basic key requirements. The organisations who can meet the key requirements will be asked to demonstrate their offer on the new date for demonstrations of Friday 5th September 2025.

Please contact Steve Baldwin (Steve.Baldwin@wigan.gov.uk) for more information or to request the basic key requirements.

Scope

Description

Wigan Council is committed to creating safer, more resilient communities in line with the upcoming Martyn's Law, also known as the Terrorism (Protection of Premises) Act 2025.

This legislation will require qualifying venues and public spaces to implement proportionate security measures, conduct risk assessments, and ensure staff are trained to respond effectively to potential threats.

To support this, we are seeking a digital solution that can offer real-time communication and alerting capabilities.

This pre-market engagement exercise aligns with our Progress with Unity strategy, a borough-wide movement to:

- Create fair opportunities for all residents and businesses

- Help towns and neighbourhoods flourish through safety, inclusion, and resilience

We invite providers of innovative, user-friendly, and scalable digital platforms to express interest in helping us meet the requirements of Martyn's Law while advancing our mission to build a safer, more connected Wigan.

Organisations expressing an interest will be required to satisfy a basic key requirement prior to being invited to present their proposals. This engagement is part of Wigan Council's market testing activity and will inform the development of future procurement requirements.

The revised date scheduled for the demonstration will be held on Friday 5th September 2025.

To express interest or request details of the basic key requirements, please contact Steve Baldwin (Steve.Baldwin@wigan.gov.uk)

Together, let's protect our communities and lead the way in public safety innovation.
