Scope

Description

Ealing's Framework for Highways Professional (the Framework) will provide highways and transport-related consultancy support to LB Ealing, and all other interested London local government authorities via access agreement. The Framework comprises four separate lots: • Lot 1 - Bridge inspections • Lot 2 - Condition surveys • Lot 3 - General engineering • Lot 4 - Flood management

Description of how multiple lots may be awarded:

Bidders are allowed to bid for all LOTs. All Request to Participate submissions will be evaluated and following number of suppliers will be taken through to the next stage: Lot 1 - Structures Inspections - 5 suppliers Lot 2 - Road Condition Monitoring - 5 suppliers Lot 3 - General Engineering -10 suppliers Lot 4 - Flood Management - 5 suppliers. Maximum number of suppliers appointable will be: Lot 1 - Structures Inspections - 1 supplier Lot 2 - Road Condition Monitoring - 1 supplier Lot 3 - General Engineering -5 suppliers Lot 4 - Flood Management - 2 suppliers.


Lot 1. Lot 1 - Structures Inspections

Description

LOT 1 - The Consultant will plan and carry out general and principal inspections of the Client's structures, using the existing inspection schedule. The Consultant will also deliver special inspections as needed. All inspections will follow relevant industry and professional standards. Reports from all inspections will be uploaded to the Client's bridge management system. The Consultant will estimate the costs of any works recommended arising from inspections, and prioritise these into high, medium and low priority. Any design work arising from the various inspections will be offered to the Consultant on a first-refusal basis as part of this Lot.

Lot LOT2. Lot 2 - Road Condition Monitoring

Description

LOT 2 - The Consultant will carry out annual inspections of the Client's footways and carriageways and provide condition ratings, using 2024 data as a baseline. All surveys will follow relevant industry and professional standards. The Consultant will use the results to inform annual and four-year programmes for structural maintenance. The Consultant will also develop a highways infrastructure asset management strategy under this Lot to help the Client plan and prioritise future works.

Lot LOT3. Lot 3 - General Engineering

Description

LOT3 - The Consultant will provide a range of general engineering services to the Client, including the following: Asset management Civil engineering Collision (accident) studies Construction (Design and Management) Regulations (CDM) 2015 - advice and practice Developments related work, (such as s38 or s278 Highways Act 1980 works) Engagement and public consultation, including public exhibitions / open days Environmental improvements General advice and specialist support Healthy and safety advice Healthy streets and placemaking Highways engineering and improvements Highways maintenance Highways management and traffic management Improvements to highways structures, including bridges and subways Masterplanning of streets and areas Other studies relevant to highways and transport Parking policy Preparation of traffic orders (temporary, permanent and experimental), stopping up orders, and any other statutory notices and orders associated with highways and traffic/transport related work Project management Road safety audits, compliant with GG119 or its replacement Road safety engineering Streetlighting Structural design Technical administration Town planning advice, particularly in relation to highways and transport Traffic and transport surveys, including data analysis Transport planning Transportation modelling Urban design and public realm Utilities and drainage

Lot LOT 4. Lot 4 - Flood Management

Description

LOT4 - The Consultant will provide flood management services to the Client in its capacity as lead local flood authority. These services, which will be awarded by the Client on an as-needed basis, include: Preparing strategic documents such as local flood risk management strategy Assisting with funding bids, when required Preparing flood alleviation feasibility studies Maintaining a flood risk asset register Delivering flood risk modelling and interpretation Assisting with various tasks across the planning space related to flood management including pre-app advice and assessing both minor and major planning applications
