Description
DCC is seeking to engage with a single supplier to deliver/co-ordinate both lots of training on behalf of Devon Public Health: Lot 1 - Connect 5; including Youth Connect 5 (or equivalent programme) Lot 2 - Applied Suicide Intervention Skills Training (ASIST)
We are looking to commission a single contract, with either one provider delivering both elements or one lead provider,? to manage the proposed training offer.

Description
Connect 5 is a three-part programme undertaken in 3 modules, enabling organisations and individuals to identify the level of mental health and wellbeing training required for their needs.

Description
ASIST provides participants with practical skills and knowledge to effectively recognise those who may be at risk of suicide, conduct a suicide prevention intervention, and develop a safety plan with the person to connect them to further support.

The conditions of legal and financial capacity are set out in the ITT, in the Procurement Specific Questionnaire. The conditions of participation will be assessed in accordance with the assessment methodologies detailed in the Procurement Specific Questionnaire.

Justification for not publishing a preliminary market engagement notice
The Authority has not carried out preliminary market engagement in relation to the Contract. The Authority did not publish a Preliminary Market Engagement Notice in relation to the engagement. The reason for this is, there is a limited market and the Authority considers that competition under this Procurement will not be distorted because the training required is a structured product which should prevent any perceived advantage. It should be noted that if a supplier can offer an equivalent training programme in line with the specific requirements of Connect 5, this will be considered ensuring no barriers are identified.
