Description
Derbyshire County Council (The Council) is seeking to establish a Framework for the supply, delivery and collection of ready mixed and volumetric concrete to support the delivery of construction, highways, and maintenance works across Derbyshire. The framework aims to ensure a consistent supply of high-quality concrete that meets technical, environmental, and safety standards, whilst delivering best value for money.

Framework operation description
3.4 Under the Framework, Tenderers will have the option to bid for all lots that are listed (provided that they are able to supply the items that have been indicated) and will not be limited to only being awarded onto a specific number of lots. Call-offs from the Framework will be conducted by either Direct Award or Further Competition, based on the needs of the Council and specific job requirements.
Lot Structure
This Framework Agreement is divided into seven (7) Lots, as outlined below:
• Lots 1 to 6 (inclusive):
These Lots cover six separate geographical areas across Derbyshire (excluding Derby City), for the supply and delivery of materials to both depots and operational areas.
• Lot 7 - Ex Works:
This Lot is reserved for materials to be collected directly by Derbyshire County Council's own workforce.
Supplier Ranking and Allocation (Lots 1 to 6)
For each material type and load size within each Lot, suppliers will be ranked based on the lowest price, including any offered rebate discount, for the required item/line and awarded as follows:
• Primary Supplier
• Secondary Supplier
• Tertiary Supplier
This ranked, tiered structure is designed to ensure continuity of supply, maintain quality standards, and support timely delivery.
Call-Off Procedure
1. The Primary Supplier will be the default point of contact and is expected to meet the requirements in full.
2. If the Primary Supplier is unable to meet demand, delivery timeframes, or specification requirements, the Secondary Supplier will be approached.
3. If both Primary and Secondary Suppliers are unable to fulfil the requirement, the Tertiary Supplier will be engaged.
4. Should the Tertiary Supplier also be unavailable or unable to deliver, Derbyshire County Council reserves the right to continue down the ranked list of other eligible suppliers (if any), awarding to the next available supplier offering the lowest price for the requirement.
Price Parity and Geographical Proximity
In the event that two or more suppliers offer the same price for a call-off requirement, Derbyshire County Council will award the call-off to the supplier that is geographically closest (in miles) to the relevant depot or site location. This approach ensures the most operationally efficient and cost-effective delivery outcome.
Notification of Supplier Standing
Upon award of the Framework Agreement, all successful suppliers will be notified of their allocated ranking (Primary, Secondary, Tertiary) for each relevant material and load size within each Lot.
This allocation defines the order of engagement for call-off contracts and outlines supplier expectations under the Framework.
Annual Review and Ranking Adjustments
Supplier rankings may be reviewed annually on the anniversary of the Framework Agreement.
Any approved price adjustments may result in changes to supplier rankings to ensure that the Framework continues to represent best value for Derbyshire County Council.
Lot 7 - Direct Award for Ex Works
For Lot 7, where materials are to be collected directly by Derbyshire County Council, direct award will be made based on the following criteria:
• Closest physical location (in miles) to the specified depot or operational site.
• Most competitive price for the material and load size required.
