Description
DCC are currently preparing the tender for the supply, installation, maintenance and removal of highway electrical assets such as streetlights and illuminated traffic signs. The contract will include the provision of electricity service works as an ICP (Independent Connection Provider) across the three DNO (Distribution Network Operator) areas in Derbyshire and attendance to dangerous situations to reduce the risk - mainly second call with a lorry mounted crane and occasionally first call. The contract will not cover traffic signal maintenance.

Engagement process description
We are keen to gain insight from potential suppliers to help DCC develop the model for the procurement and the contract to ensure that it is attractive to the market place, provides value for money and delivers the best outcomes for Derbyshire.
Interested organisations will be invited to attend 1-1 meetings with representatives of DCC who will provide further information on the opportunity and set out the Council's proposed contracting and procurement approach. These meetings will be 30/45 minutes in duration and will be held preferably in person or via Teams on 1st or 2nd of September 2025. In person meetings will be held at the Derbyshire County Council Highways Depot, Station Road, Darley Dale, Matlock, DE4 2EQ
Through this process DCC will be seeking feedback on key elements of the contract model including the scope and duration, risk allocation, performance principles and procurement routes. Other key points DCC would like to discuss will include:
• How will you manage the contract?
• Are you an accredited ICP with NGED, ENW and NPG?
• How will you manage service transfers/new service connections?
• How will you manage fluctuating work demands across Derbyshire?
• What levels of stock will you be prepared to hold and how will you minimise delays from material lead times?
• How will you manage attendance to dangerous scenarios across Derbyshire - both first call (electrician) and second call (lorry mounted crane)?
• Innovations in the market
• Use of Recyclable / Recycled materials
• Social Value and Carbon footprint implications
